The meeting was called to order.

Christine Kile-Eye was introduced as the chair for the Nurse Liaison Committee for the next year. Judy McGill will distribute the meeting dates for the upcoming year with the revised Nurse Liaison Committee map. Judy plans to distribute the Lamplighter electronically.

Judy will also be distributing a basic data form for public health nurses to complete. She is updating their records that are used to contact nurses at LHDs.

It was noted that access to computers is no longer an issue for most public health nurses. However, motivation and training are still needed for many public health nurses to fully utilize this technology. Kay requests that Nurse Directors be sensitive to passing on information to nurses with less computer skills. Kay also emphasized the importance for nurses to have regional meetings for nurses to have regional meetings when possible and for sharing the Nurse Liaison Committee minutes with all nursing staff at the LHDs.

The next business discussed involved the letter from Michael Morris, HIPAA Officer for the Bureau for Public Health. Concern was expressed that the statement in the letter regarding the Business Associate Agreements for Family Planning and BCCSP is contradictory to the advice given to the LHDs by the consultants for Health Care Solutions, LLC. Kay suggests referring this item to the Association of Local Health Department meeting.

Another topic that will be referred to the ALHD meeting will be the problem with the new Windows XP not uploading info from the HealthStat 2000 to WV SIIS. Jennifer will also take this item to the next WIN meeting. It was suggested that Nurse Directors stress to their administrators the scope of this problem

It was suggested that concerns regarding immunization supplies be communicated through the survey that the Immunization Program has distributed.

Judy will relay our request to Dr. Khan for electronic reminders for the quarterly needlestick reports.

Discussion ensued regarding backorders for Family Planning supplies. Judy commented that the company who offers the patch did not anticipate the demand. Backorders are nationals and reflect a manufacturing issue.

In a related issue, it was suggested that LHDs contact their local Ortho rep to request in-services for their clinic staff.

Kay reported that the CD that was sent out for the P02 did not work. An interim tool utilizing EXCEL spreadsheet will be mailed. Kay endorses the use of Excel. She recommends taking advantage of any Excel trainings that are available.

The next item of business involved the Bureau's financial support to the LHDs for internet access. Kay states that the money has to come out of the Threat Preparedness budget. She advises any counties who have a real financial need to contact her office.

Kay received comments regarding the pilot web-based message board for public health nurses. Since all comments were favorable, she states that they will roll it out to the rest of the LHDs after updating contact information with Judy's survey. An e-mail and postcard will be sent to announce it.

Kay states that the WRA (Working Relationship Agreement) bookmarks may be ordered through her office. It was noted that they would be a good tool for a staff in-service on the WRA.

There being no further business, the meeting was adjourned.
