The meeting was called to order. The minutes of the previous meeting of 10 and 11 June 2003 were read and approved without revision. All present stated that they are distributing the minutes to the nursing contacts in all of the counties in their region.

Becky reported on the Turning Point Greenhouse Initiative project to develop a structured job training system for new public health nurses in WV. It was unanimously decided that at tomorrow's meeting, we request program-specific trainings and manuals in addition to a comprehensive nursing manual.

Immunization issues that were discussed for tomorrow's agenda included:
  • Windows XP doesn't upload to WV SIIS, requiring double entry to enter data into HealthStat 2000 as well as WV SIIS
  • After consulting with Jeff Necuzzi, Becky was advised that VFC direct shipments to private providers will not occur until the legislature approves changes to the wording in the state code. They thought that would happen in the last legislative session, but other immunization issues took priority.
  • We need a selection of red disposable needle boxes. The ones available are not suited for transporting.
  • We need needles that are smaller than 23g. for infants
  • Reports are being received from around the state that the private VFC providers are not completing the yellow and green Immunization Certificates accurately.
  • Request will be made for electronic reminders for Dr. Khan's office to the nursing contacts for the quarterly needlestick reports.
A request was forwarded from one county to inquire if PHNA is going to continue to assist local health departments with paying for Groupwise access. It was decided to refer to the item to tomorrow's meeting.

Discussion then ensued regarding a letter, dated September 29, 2003, that was sent to the local health departments from Michael J. Morris, HIPAA Privacy Official for the Bureau for Public Health. In the letter, Mr. Morris states that the Bureau has decided it is not necessary for them to sign Business Associate Agreements, with local health departments, for any of their programs.

It was noted that Leah Heimbach and Patti Hodges from HealthCare Management Solutions, LLC., have advised the local health departments that BAA are required for BAA are required for sharing information with the Bureau for Family Planning and BCCSP clients. It was also decided to refer this item to tomorrow's meeting.

The next business discussed involved a memo from the HIV program directing that no positive results were to be given on Fridays. The reason cited lack of resources on the weekends. A situation was recounted in which one county had done a post-test counseling for a client on Friday. Among other information, the client was given a list of telephone numbers to access various resources. The person called an 800 number with a question and was directed to the Bureau for Public Health. Reportedly, the person at the Bureau who responded to the call felt that the caller was distraught and even asked them if they owned a gun. The conclusion was that there are no resources available on the weekend.

The following points were outlines to refer to tomorrow's meeting:
  • There are emergency resources in many counties to handle emotional crises after hours and on weekends.
  • If an individual receives their positive result on a Monday afternoon, they could just as well become distraught after hours then as on Friday.
  • Nurses who do HIV testing at local health departments are tied up in other clinics most days of the week. Fridays have traditionally been used to offer services such as HIV testing. What authority does the Bureau have to dictate when we schedule our patients?
  • Do these policy memos come out of the various offices at the Bureau go through any kind of review committee?
Election of the Chair of the Nurse Liaison Committee for the next year was held and Christine Kile-Eye agreed to accept the position. Meeting dates for the next year are:
  • December 2 and 3 , 2003
  • March 9 and 10, 2004
  • June 8 and 9, 2004
  • October 5 and 6, 2004
There being no further business, the meeting was adjourned.
