The minutes of the previous meeting of 10 and 11 June 2003 were read and approved without revision. All present stated that they are distributing the minutes to the nursing contacts in all of the counties in their region. Becky reported on the Turning Point Greenhouse Initiative project to develop a structured job training system for new public health nurses in WV. It was unanimously decided that at tomorrow's meeting, we request program-specific trainings and manuals in addition to a comprehensive nursing manual. Discussion then ensued regarding a letter, dated September 29, 2003, that was sent to the local health departments from Michael J. Morris, HIPAA Privacy Official for the Bureau for Public Health. In the letter, Mr. Morris states that the Bureau has decided it is not necessary for them to sign Business Associate Agreements, with local health departments, for any of their programs. It was noted that Leah Heimbach and Patti Hodges from HealthCare Management Solutions, LLC., have advised the local health departments that BAA are required for BAA are required for sharing information with the Bureau for Family Planning and BCCSP clients. It was also decided to refer this item to tomorrow's meeting. The next business discussed involved a memo from the HIV program directing that no positive results were to be given on Fridays. The reason cited lack of resources on the weekends. A situation was recounted in which one county had done a post-test counseling for a client on Friday. Among other information, the client was given a list of telephone numbers to access various resources. The person called an 800 number with a question and was directed to the Bureau for Public Health. Reportedly, the person at the Bureau who responded to the call felt that the caller was distraught and even asked them if they owned a gun.
